Vortex Wars Council Charter:

Statute I.
The Vortex Wars Council is established to provide a governing body for Active Clans.

Statute II.
The Vortex Wars Council is comprised of one designated clan leader for each Active Clan.

Statute III.
Each designated clan leader will appoint one or more members of their clan to serve as an alternate. The alternate only acts in the absence of their clan leader so that the clan is represented.

Statute IV.
The purpose of the Vortex Wars Council is to provide a venue for establishing a sense of order and decisions that are applicable to all clans.

Statute V.
Each Clan is independent and is autonomous in any internal clan matter.

Statute VI.
The Council cannot dictate or impose anything on an individual clan.

Statute VII.
The Council will provide structure and arbitration on matters that either impact all clans or cannot be resolved by the clans themselves.

Statute VIII.
The Council may vote on any issue raised by Active Clans and will provide a decision that represents the consensus or at least majority will of the Clan community.

Statute IX.
In the event of a clan leader requesting that his/her clan be locked and shut down, any member of that clan has 7 days to announce a willing to lead the clan before the clan is automatically removed from the Active Clans and Council Members listings.

Vortex Wars Council Bench:

The Council Bench is comprised of three Benchmembers, they are all responsible for the updating and general maintenance of the Council thread through the use of the shared account, "Sabre."

If at any point a Council Member wants to remove one or more members from the Bench they may start a vote for the removal of them, majority rules.

Fangfallen's Idea
---There are 3 levels of Activity a player could have:
Level A - Plays in-game and posts on the forums once a month at the least.
Level B - Plays in-game once a month at least.
Level C - Posts on the forums once a month at least.

Inactive - Has not played the game or posted in over a month.

Points.
Activity Points are awarded in three areas:

1.) Player Activity
a.) Members with Level A activity award their clan 3 P.A. points.
b.) Members with Level B activity award their clan 2 P.A. points.
c.) Members with Level C activity award their clan 1 P.A. point.

2.) Player Participation
a. Any member which partakes in a clan war earns their clan 1 P.P. point
b. Any member which partakes in a Sanctioned Tournament earns their clan 1 P.P. point.

3.) Clan Participation
a. Any clan which completes a clan war* earns itself 5 C.P. points.
b. Any clan which partakes in a Sanctioned Clan competition, Tourney, or the such, earns itself 5 C.P. points.
c. Any clan which votes on any Issue in the Council, regardless of how they vote, earns itself 5 C.P. points.

*A clan war is one which has at least 5 2v2 rounds in it.---

•Youngest clan (b/c statistically they will have the least of all of the above) - 5 points

*Suspension= Loss of all Council privileges, but if activity is proved within the next month after suspension, clan regains privileges without Council member vote.
**Loss= Out of the Council indefinitely; must re-enter Council through member vote after proving clan is once again active.~

Each clan in the Council gets a voting power of one vote.
Each accepted Moderator gets one vote.
In the case of a tie the Bench may make ONE unified vote.

Sanctioned Links are different topics that the Council feels are relevant. Things like Ozserf's Defunct clan list, or perhaps activities which include all clans can be added here. A petition for the adding a sanctioned link works the same as a petition, majority vote rules.

The Council Thread was created by the Council's founder Beatlesfan, though inactive now he is the key factor in the original idea of the Council and the inspiration which caused it to become what it now is. Beatlesfan, we salute you.

Sunday, August 18th, 2013- Chess435 assumes editing control of the Council.

Due to Beatlesfan's increasing inactivity he requested that Chess435 take over the original Council thread. This was possible due to Chess being a forum moderator, which allowed him to edit the original posts.

Saturday, November 23rd, 2013- Petition for a new Council thread by Guest77.

At this point Chess435 had suddenly become inactive for a long period of time, this combined with Beatlesfan's inactivity led to the Council being seemingly useless. Guest77 decided it was high time that we make a new thread run by an active and responsible member.

Sunday, November 24th, 2013- Fangfallen petitions for the new thread to be run by 3 or more Benchmen via a shared account.

The Council involves several clans which in turn represent many individuals. The responsibility of maintaining such a large and key factor in all these clans should not fall to just one individual. Fangfallen, realizing this fact petitioned that the new Council thread be run by 3 or more Benchmen sharing one account, so that in the event that one or more of the Benchmen become inactive, there is somebody to hold the standard.

Saturday, November 30th, 2013- New Council thread created with Fangfallen elected as Head Chairman of the Council.

The new Council Thread was created with Fangfallen as Head Chairman. Special thanks to Highlander for keeping track of the voting and being a key factor in the Council's resurrection.

Friday, December 6th, 2013- Chris1726354 elected as second Chairman of the Council.

Monday, December 30th, 2013- Ballsack elected as the third Chairman of the Council.

After an extremely long wait, Ballsack was finally elected as the third and final Chairman of the Council.

Saturday, May 24th, 2014- Autumnwolf17, BeatlesFan, and GivinUDaHimelik elected as new bench.
