As far as I'm concerned the only fix is an immediate non-grandfathering term limit rule. Maybe 6 months.

Hold an election every 4 months for a new leader (Anybody can be nominated), once that election is over hold a second one with only the top two contenders on the ballot. One can only serve two terms in a row before being taken of the ballot for a term.

That's how I'd do it. But then again, is the Creed even a democracy? I haven't payed much attention to you.
