Gain +15% atk and +15% def vs territories of lower unit count.

Works when you attack a 7 with an 8, or they attack you, and any other numbers that may be below. Idea is to make the race more reliable, but it doesn't benefit your most important battles. Means you don't have to think twice about attacking over a 7, lower.
