Winner Declaration/Surrender

When there are two people left in a game (after a couple turns of neither capturing provinces), one of the two people can declare the other the winner; without an xp penalty. That way we can eliminate games that take forever because the obvious winner is not winning, but is wasting time... therefore the game could last indefinitely.

The reason I think this would be a good idea, is because some users like to drag out the game, once their victory is sure... and many users cannot be sure of constant internet connection, therefore it would be nice to get second place, if you're willing to settle for second just to get the little XP, and stuff that you have fought for.

Unless your game got to that point in 2 rounds, there is no xp penalty. xp loss for surrendering disappears after three rounds.

So, from what I got from your post is there's only an xp loss in the 3rd round: no xp is lost before or after the 3rd round... is that what you're saying, because it doesn't seem to make a whole lot of sense...

No, there is xp loss until 4th round, 1st 2nd or 3rd round if you surrender you lose xp.

How could you have understood that there is no xp loss before or after the third round?

It seems to me that surrendering at any point only gives you performance related xp? (correct me if I'm wrong..)

^That may just be because xp comes out of performance first, up to cap, and if it doesn't reach cap uses other xp. However, I may be mistaken.

Performance, is, I believe the amount of people who lost before you x5, normal is 1 per territory, 2 if you get it with a weaker region. I believe cap is 5*turns played, and then if you're premium you get double all that.

I won once when everyone surrendered at some point or another and got 0 reward xp, only performance xp... Is that normal?
