It can prevent the player from breaking the rules. The idea of punishment is not to try to find players making a mistake. It is to teach them not to break the rules.
The idea the Mods being able to be seen is a great idea. First, I wouldn't want to be playing why wary of someone watching me. The players themselves can report me if needed.
