Does anyone know a thing about IP's and Such?

A STORY OF FM's INSANITY:
IP's, DNS, once I think I understand them, I don't.
I understand the IP Gateway is your like default modem thing and it comes with other IP's similar to it..?
DNS is like the encryption or translation they say to it.. it uh does a thing.

I keep getting random lag spikes on my PS4, just recently started too.
I go from 40-600 ping sometimes, and often disconnect from games I never used too.
My Mbs is a solid 65.0 on the computer and 35.0 on PS4 which is normal,
yet, I still get terrible lag, so I thought it must be my IP messing up.
I did a continuous ping test on my computer using the different IP's that I had available.
So lets say I have
(Using Wi-Fi not ethernet)
IP 1,2 & 3: IP 1 goes anywhere from 1ms - 300ms but stays stedy at 1-3ms usually.
IP 2 is just horrendous anywhere from 30-80 with a steady 50ms usually.
IP 3 confuses me as it gave off 1ms per packet...
I try to switch IP 3 to playstation but then it says the DHCP is not in it's pool, but my computer is clearly using that IP currently?
So I switched computers IP to IP 1, IP 3 still would not cooperate, so I reset my router thinking maybe its just a DHCP leasing problem, nope...
Now I have IP's all over the place with no understanding of what I did, my router sometimes will cut off so I cant access it by computer until I reset it,
Now If I try to ping IP 3 it takes me to a whole new IP 5 and says It's not responding.
It's all jumbled together and I have no idea what I'm doing.
If you cared to read this far thank you.
I refuse to go on a actual forum for these types of problems because all they will say is " Port forward and use Ethernet blah blah".

Okay Okay, so, I think the reason it gave me 1ms is because that's the current IP I was using for my computer, and pinging my computers IP would obviously give me 1ms.
But it seems every time I ping my playstations IP it is acting like the IP 1 example like before: anywhere from 1ms - 300ms but stays steady at 1-3ms usually.
That's where the lag spikes come in, so it must be my playstation right? I don't understand how it causes the lag...

Can you do a internet speed test online and put the results here.
The speed of your internet has nothing to do with your ping, ping is the amount of time it takes for you to click something and for it to respond to the server you are on. It might be your router and you may have change properties when you where messing with it. And unless you are in some military base with some high tec internet, i don't think you will ever have 1 ms ping response time, i think ip 1+3 are just the response time from the router to the computer will ip 2 is your internet response to some server?
