Pretty straightforward. While it might not directly be a rule break, ask this question: IF someone were to report it and a Moderator had to make a decision about it, what would that decision reasonably be?
I don't know the exact answer because I am only going by your written description, but assuming it is a clear image, I would say it was a rule break.
