^It's a lot easier to apologize on an internet forum to a bunch of people you don't know than actually apologizing publicly.

Just like you said the second time, he is apologizing for his temper, not for the statements he made through being angry. I am saying he is not apologizing because he comitted a mistake in his way of thinking. I am saying he is apologizing because he felt like the way he conveyed his idea was wrong, not the actual idea itself.
