What do upgrades 3/4 do exactly? I find their wording pretty vague, and no one I've talked to in game seems to know, either.

3 & 4 are worked out by how many territories you have and the size of the map.

Upgrades 1 & 2 = 40 units.

Upgrade 3 = 40 units + up to 10% of the map (maximum 10 units). So if the map size is 100 territories and you have 45 territories then you will get 40 units (+ up to 10% of 100 (max. 10 units)) + 5 units = 45 units.
If the map size is 150 territories and you have 50 territories then you will get 40 units (+ up to 10% of 150 (max. 10 units)) + 10 units = 50 units.

Upgrade 4 = 50 units + up to 10% of the map (max. 10 units). 100 territory map > You have 65 territories = 50 units (+ up to 10% of 100 (max. 10 units)) + 10 = 60
96 territory map > You have 65 territories = 50 units (+ up to 10% of 96 (max.10 units)) + 8 = 58

How is 10% from 96 = 8?

On an XXL map there are 96 tiles with max. units of (up to 10% of total map size) 9.6 (9) for upgrades 3 & 4 = 58.

Thanks! But shouldn't that be 59, as 50 is from the 3rd upgrade, and the 9.6 (9) should be added to the 50 which is 59 in the end?

Also, how do you know that the 9.6 turns into a 9 and not into a 10?

No, it gets to 49 from third upgrade. Both upgrades add same amount. 40+9+9=58.
