Paid stuff ruins the fun.

I've just lost my third game in a row to someone solely because said person paid for extra features.

One could stack up to 29, which turned a potential stalemate into a crushing win for him, the other one had a special race and could stack up to 39, and the third one could stack up to 29, but the last two games were mostly easy wins for them, the racial bonuses came in play only in the very end, as a way to kill me without giving me a chance to fight back.

Non-paying players need something to compensate. A way to earn similar bonuses through XP alone perhaps. As of right now, I feel like hosting games and kicking everyone who I know is a paying player, as these bonuses are strong enough to turn fun into rage.

Bonuses are currently really weak, they might help player, but not as much as you describe. I actually plan to make them slightly more powerful. Maybe you had just bad luck and it seemed as if bonuses were too strong.
Anyway, I plan some changes that will fix this, for example elimination of stale-mates, races with bonuses that can be earned by playing games etc.

The max resplenishing upped to 29/39 absolutely kills any chances of fighting back in 1v1 situations on L maps, honestly. It skews luck way too much on the favor of the one with 29/39.

Hope the changes will be worthy, xp seems a bit useless at the time :)

29 cap shouldn't make such big difference and 39 is pretty expensive, so it need to give owner some edge. Again, as I said, this should be fixed by new maps with less choke points so whole game will be more dynamic

agreed, xp are currently more or less placeholder for more features that will come :)
