It would be great to have player stats. After every game you can give rating to other players for they playing style, friendless(people who are kind and who chat normaly), and lot of other things. You rate it with five stars from 0 to 5.
And when someone join in your game you look at his stats to see his rating so you know to kick him or to leave if you want to play n00b or pro game.

I think thats a bit unfair to the guests that want to play and learn the game,and for the players that are causing a problem thats what the moderators are for

Yes it's right, for new players like me who will not have any rating since i am new learner will be kicked off, and will not be able to play and hence learn anything. You should think once again on this?

Bad idea, think of the consequences of having 0 in all regions (friendliness/playing style/etc. I do not think players are good judges of character since their only point of reference is a war game where the objective is to commit the genocide of another player's units/regions.
