I'm not sure about Windows but I think you either need to be logged into an Administrator account or do something along the lines of "Open as Administrator" which would then still require an administrator account's password.

There is no Open as Administrator option, or administrator account to log into. Any ideas?

My dad last night showed me how to try and get access to the file with administrative privileges. Hopefully that'll work.
