Did I witness Hacking / Bug exploit ?

I just wanted to have a look at a 1 vs 1 match (as spectator), and was so amazed I took a snapshot:

Blue kept taking turns (expanding) while red had no land (and a count of zero territories), but still getting active player (when blue clicked "end turn" I guess. Blue's rank also looked weired to me ...

Sorry I can't provide much more info....

Apparently has been observed by other spectator too (another game, same behavior), and posted to Report Users...
