I don't think there should be rules as to what can or cant be called a clan but if a league is created the creator has to set up Restrictions based on what types of clans they want. If they want no restrictions they can say that, If they only want clans with a minimum of 5 members above lvl 20 they can say that. That way different clans can join leagues right for them but some leagues can be designated for say more experienced players. Just my perspective on it.
