2) Fang's Activity Ranking idea. It might work for the Clan Acrivity Reward thingy. But except, change it so it will only define Active and Inactive members. My thought-up formula is:
100-(Inactive members*3/5)*10= Monthly points
Example: Clan has 10 inactive members from 30. Their points would sum up to be {100-(30/5)*10}= 40 points
3) Everyone gets a clan!
Smaller and newer clans rarely get noticed by alot of people. And when they join they don't have many people to talk to. People who join smaller clans won't be able to communicate much except for those who go on the forums almost everyday. So I suggest we make a "Default Clan". Everybody who is in a clan, or wishes to join a clan in general can be a part of this "Default Clan". It's leaders will be the Council itself. By doing this, the newer members of the community will have a wider variety of people to communicate with. Of course, members can leave the "Default Clan". This clan will not be able to participate in Clan Wars/Clan battles.

1) That was already suggested. We do not have the authority to enforce that. Also, it in no way helps the situation, not to mention people have loyalties, and you cannot force them out of a clan they desire to be. It is the leader's choice whether or not to put a limit, and generally these limited clans fail or end up raising their limits, as limits are counter productive.
2) You cannot give points based on inactive members, as many clans simply honour or kick inactive players, and those who honour them recognize that they are inactive, and only list them to keep record.
3) Um... That is no clan by my definition. I think the topic "So, you're looking for a clan?" will be effect in doing what I think you are trying to say. Also, there are people that simply don't want to join a clan, and from what you said, this sounds like you are requiring non-clan members be in this pseudo-clan thing.
Just thought I would address your points since no one else was. I hope you understand my arguments, and hopefully you know that I don't mean to be rude in silencing your ideas. Also, I see no harm in bringing up suggestions, but only an Active Clan is able to formally raise issues.
