Yes, they are still a member at the start of the voting and are thus allowed a vote.
However, if they vote yes to their own removal I would take that as a resignation and remove them regardless of the other clans votes.

It's been previously established and you, yourself, have also been informed that you need 4 or more members to have your clan recognized as an active clan (after a vote). Even then, another vote is required before your clan may attain a seat on the council.
