The purpose of it being two per clan is so that the clan leaders can deliberate without distraction.
There may be special exceptions, and the max # may be changed.
It may also be decided on clan size.
But that can all be solved once the counsel is set.
I'm not the guy that will be in charge btw.... The counsel will do that.
I will be setting it up and take care of kicking spam bots and etc. I set the basic rules and I figure the counsel can elaborate.
